Summary: cvs import must track `state' field

The RCS `state' field holds needed information for cvs.
In particular, the field's value is "dead" when the
revision in question is dead -- i.e., has been "cvs rm"d
and then committed.
Currently this shows up because deleted files will reappear
when checking out an imported repository.
