Fixed this one; it was trying to do 'make -j3' (parallel make).
Overriding MAKEOPTS in ~/.cygport.conf fixed it.
There are only two files for the cygwin package; I'll put them in
monotone/cygport, and edit INSTALL_windows_cygwin.txt to point there.
