Fork from issue 182 comment 8:
http://www.monotone.ca/docs/Using-packets.html does describe how to include a
public key in a packets file, but doesn't mention the fact that in the sequence
of packets, the public key should come before the commits it signed, not after.
Richard Levitte pointed that out to me. So perhaps the documentation example
should be written in such a way that it writes the key to the same file as the
other packets, so that order is documented as well.
