[Nano-devel] patch

The attached patch contains the following:

* the removal of "File already loaded" from all the .po
files that still have it; apparently update.pl doesn't
remove unused strings (serves me right for thinking it did
before actually trying it to see if it actually did)

* David Benbennick's fix for cursor placement involving
one-space tabs

* Chris' patch to have nano get the home directory of the
effective username instead of exclusively relying on $HOME,
modified by me to remove the test for $HOME's being NULL
that, if true, results in a return from the function; IMHO,
the fewer environmental variables nano relies on, the
better; now, if $HOME is not set, but SYSCONFDIR/nanorc
exists, it is now read instead of being ignored
