[Nano-devel] more patch updates

nanomiscbugs2.patch:
* DB's is_cntrl_char() fix is merged
* str[n]casecmp() handling is changed: if the functions aren't detected,
use strcmp() and strncmp() instead, as that one #ifdef HAVE_STRCASECMP
block did

nanomiscbugs2str.patch:
* alternative way of dealing with the lack of str[n]casecmp(), built on
top of nanomiscbugs2.patch
* nstricmp() and nstrnicmp(), modeled after strcasecmp() and
strncasecmp(), have been added to utils.c, and nano has been tweaked to
use them
