git-svn will create branches out of tags since it's hard to say if it's really
a tag. then it'll create "@" branches based on those tags if commits are made
to the tag subdir. in a perfect world, that would never happen.
when i did the conversion locally, i noticed that commits seemed to be made to
the tag/ dirs of svn, so hand clean up would be required :(.
