it's required for anyone who wants to run `autoreconf`. i.e. build from
svn/git/whatever. it is not required for anyone who wants to unpack a release
tarball and run configure/make. i think this is a perfectly reasonable
requirement for people hacking on the live source ... pkg-config is extremely
common in the open source world.
