Although not acceptable the way it is now, it still implements a
useful feature: M-2 can switch quickly between different files.
Without it, if you're working with many files, going forth and back
between two "non-adjacent" files is cumbersome. The "M-2 feature"
allows us to switch between file 1 and file, say, 42 forth and back
using a quick shortcut.

Do you think the quick switch feature is interesting?

What is the actual use case? When do you actually want to be able
to quickly switch between any of the open buffers and the first of
these buffers?

The way I typically use nano (when opening multiple files) is: I
either open two files and switch back and forth between them, or
I open many files and then close one after the other when I'm done
with them. I could probably think up a scenario where one of the
files is special and needs to be visited again and again, but...
that is theory, I haven't ever needed it or wanted it.

(And if I really wanted it, I would open that file last and then
work my way backwards, closing the buffers I don't need any more.)

For half a year I have had a local patch that made ^L center the
line that the cursor is on, but I found that... /I never used it/.
Things may sound like a nice feature, but... if no one experiences
and reports a burning lack, they will not be added.
