It changed somewhere between:
  https://tracker.debian.org/media/packages/n/nano/rules-2.7.4-1
and:
  https://tracker.debian.org/media/packages/n/nano/rules-2.9.1-1

but there is no mention of this change in the log:

Most likely the rule got dropped during "* Rewrite debian/rules..." around 
2.8.6.
If you want it back, you should file a bug with Debian.  But the file is already
installed as /etc/nanorc, with some tweaks, so there is hardly any use for 
having
it among the documents.
