Foreground and background colors can use this, using a bright attribute could

of an attribute. Any ideas?

I don't think it is necessary to cater for bright background versions
of the eight base colors. Background colors will be used very little
in syntaxes -- if you use more than two or three, things will start to
look like pandemonium. And when a user wants a bright background color,
they should simply use a color index or hex code, not a name.
