Those were left out on purpose, to avoid the issue you note further down:

If people decide to build without UTF-8 support, they do not get the
extra bindings (Alt+Left/Alt+Right) for switching buffers. The old
bindings still work fine, so if those people have always used a nano
without UTF-8, they will miss nothing. So... I would want to let it be.
