That's from libjpeg.  It's not mentioned in the current install
documentation.  While it may be available on *nix boxen, it's not
installed by default on Windows.  You'll need to obtain it from:
http://www.ijg.org/

I found several other libraries that I needed, including zlib and, I
believe pnglib.
