3ds Max sdk 3.1 upto 7.0 are supported not just 5.0

remove the following as they are not required in any way by NeL

SDL
LibPNG
Devil
expat
libiconv
tar
curl
lua
ode

why overcomplex things by listing requirements that are false?

NEL should be included AFTER the pltaform / visual studio includes / sdks 
NOT before
WPKG should be included AFTER also

the only includes relevant ot being above the VC inludes are stlport, 
directx and 3ds max
