[Nmh-workers] smtp mts config

is it true that SMTPMTS is now the default, and, in fact, cannot
be turned off? if so, this is great news -- i've scratched my
head many times in the past trying to get smtp delivery to work
under a vendor's distribution (usually redhat) where they'd turned
smtp off -- and since you can't tell from the executables what was
configured, and the "servers: ..." line was still in mts.conf (being
ignored), it was frustrating to debug.

(if it _is_ possible to turn off SMTPMTS, there should be a strong
warning to vendors not to do so...)
