[Nmh-workers] Release stuff

As long as this has come up, I would like to roll up another release sometime
soon.  Mainly because I've fixed a bunch of embarassing bugs in the stuff that
I contributed.  Can we set a target date for a release?  That might spur some
folks into getting some things done.  I don't expect "mburst" to take me more
than a few weeks of occasional work.
