Yes, it would be awesome to prepend git's history with the original RCS
files. That could probably be done by exporting the git repository,
started anew, importing the RCS files, and then importing the exported
git repository.

Otherwise, rather than incorporating these files into nmh proper,
perhaps http://sourceforge.net/projects/rand-mh/files/MH/6.8.5/ would
remain as the best place for this history. If someone has some time
(maybe me, someday), the RCS files could be pulled out and put into a
CVS or Subversion repository at SourceForge where they could be more
easily browsed.
