[Nmh-workers] refile(1)'s ARPA Map Project Reference.

Hi,

    $ zgrep ARPA /usr/share/man/man1/refile.1.gz
    Jones about the ARPA Map Project, the command
    $

Interest piqued, I had a Google but didn't find a specific thing called
that.  I thought it may have been discussed here before but apparently
not.  Anyone recall what it was?  I'm guessing an attempt to map the
network's nodes?
