MIME already has this. It's nice in theory, but it doesn't get used.
Among other things, it requires people to treat URIs as they're "meant to"
(permanent identifiers), and also to maintain a publicly accessible resource
server. Not to mention issues of the sender redacting a resource they "sent"
after the fact.

GMail's image cacheing is to protect users from tracking by spammers/phishers,
while probably allowing them to do a bit more of their own info collection X-P

As for your Universal Messaging Protocol, that is way beyon the scope of
this list I think, although Jabber's probably a good place to start with it.
