Follow-up Comment #21:

Building on Windows systems has been a pain lately as evidenced by a lot of
traffic on the octave-maintainers list about the correct flags, changes to
gnulib, etc.  

I'll close this bug and it can be re-opened if the next release doesn't, in
fact, solve the problem.
