Follow-up Comment #3, bug #30090 (project octave):

If you can build from the 3.2.4 sources you should be able to build from the
Mercurial development sources.  When I tested successfully it was with the
development sources, rather than 3.2.4.  My supposition is that the issues
have been resolved because there was some work around octave variables and
symbol tables recently.

If you scroll to the bottom of
http://www.gnu.org/software/octave/download.html there are instructions for
getting the source from Mercurial.  You will also need git and gnulib.
