Follow-up Comment #16, bug #29768 (project octave):

As a rule, yes, we're always interested in new code.  I don't know why the
original rsf2csf function was removed from Octave-Forge.  You would probably
need to query someone over at the Octave Forge site.  

You might want to take a look at this posting from 2001 which has an
implementation including some benchmarking:
