Follow-up Comment #1:

This is a limitation of gnuplot that is used for the backend. Gnuplot only
supports dashed and dotted lines for a limited number of terminal, notable the
postscript terminal. However the terminals used to display to the screen don't
support dotted lines (eg X11 terminal). Therefore until gnuplot supports
dotted/dashed lines you won't have this feature.

Perhaps the FLTK backend can do this, though I don't use the FLTK backend as
I can't upgrade my machine for various reasons and I don't have all the
dependencies necessary for FLTK. 

I'm not closing this bug report yet, as perhaps someone more knowledgeable
with th FLTK backend can respond if the development version (what will soon
become 3.4.0) supports dashed/dotted lines
