Details:

on Windows XP e.g. the following is not displayed

plot([1 2 3 4 5 6])

unless the above command gets repeated multiple times 

Before ignoring/closing this bug report: please google also "octave gnuplot
hangs" and you will see that many people have the same problem on different
Windows machines.
