Follow-up Comment #4, bug #30461 (project octave): Frankly I don't think we have to implement the undocumented behavior of matlab knowing that they can change it whenever they like without warning. I'd say we should get the documented behavior right and forget the rest. I thought of having "legend" without an argument just treat all of the child axes of the current figure rather than the current axes, and this seems to me a relatively simple means of getting the same behavior.
