I checked in the following change so that this property is writable.

The property is still not used anywhere in Octave that I know of, but at
least now code that expects to be able to write to it won't fail.

Obviously this does not implement saving figures in the fig file format, but
I think it addresses the problem of setting the filename property so I'm
closing this bug report.
