Octave is native windows program so that DOS shell is executed by default. 
Exception is 'pkg install' command. The Msys shell is executed to use unix
like build system.  Therefore that the Msys shell can be used in principle.

However, solution without the Msys shell might be found.  I would like to see
the code in more detail.
