Follow-up Comment #15, bug #31479 (project octave):

I started with the sources from the Debian package, but now I see that I
missed the patches from the debian/patches directory.

Yes, it looks like David's patch is there.

But I thought I was still seeing the the problem with the Debian ARPACK
package.

In any case, I would still like to fix the problem for all users of Octave,
and given that there is little hope for getting the patch applied in all
distributions or upstream, I think it still makes sense to include the ARPACK
sources with Octave.
