Follow-up Comment #3, bug #31695 (project octave):

I've reported a similar issue with system() on the maintainer list and John
pointed me to this bug report.

I think the main issue here is the fact that a system path is prepended to the
user path:
/usr/local/bin in the bug report
/usr/bin im my report at
https://mailman.cae.wisc.edu/pipermail/octave-maintainers/2011-May/023832.html

I think that just leaving out this part of the path would fix the problem
without breaking anything.
