Follow-up Comment #8, bug #33564 (project octave):

I think jwe is right about what went wrong.  Happily, its a small change.  I
don't have access to Cygwin or MinGW so could someone else test the proposed
patch which I have attached to this bug report?

Steps

1) clone or update to the tip of the stable branch (13bcd62824a7)
2) Apply patch, 'patch -p1 < makefile.patch'
3) 'make all', and hopefully it works.
