Follow-up Comment #2, bug #34142 (project octave):
This is a work around which produces usable (though less pretty) text on gif
print ('plot-test','-dgif','-Farial');
Could not find/open font when opening font arial , trying default
Presumably it should already have been try the default font but was not.
