As to your question where to direct the residuez problems, that should
probably be to the Octave-Forge mailing list for now (
https://lists.sourceforge.net/lists/listinfo/octave-dev ), but I would first
like to solve the residue problem. Almost the same set of people who are
interested in Octave bugs are interested in Octave-Forge bugs.

I see that the residuez.m function hasn't received much maintenance over the
years, so it likely does have the problems you are talking about.
