Follow-up Comment #1:

This is a duplicate of bug #33463. The problem is that legend() doesn't work
with patch objects, and patch objects are what pie() uses internally to draw
wedges on the plot.  See also bug #34481 where legend doesn't work with bar
graphs for the same reason.
