Summary: Octave is missing the "bitnot" function. => Octave
is missing the .NET "bitnot" function.

Follow-up Comment #1:
The documentation for bitnot() is available at
http://www.mathworks.com/help/techdoc/ref/bitnot.html.
The function accepts a .NET enumeration object as input and is not equivalent
to bitcmp(). This function will be necessary only when, or if, .NET support
is added to Octave.
