Follow-up Comment #9, bug #34822 (project octave):
I have succeed to buils ATLAS 3.8.4. That is newer than ATLAS 3.9.19.
However, simple replacement of libblas.dll could not be made due to the DLL
entry point error. One has to build octave with the ALTAS 3.8.4.
Now I have complied gcc-4.6.2 on the cygwin and could build this new altas.
However, with this new atlas, the number of make check error increased. The
reason is not understandable.
I will look into further.
