Follow-up Comment #16, bug #34822 (project octave):

Because of unknown reason, using OpenBLAS at build stage give make check
failures (octave crash!). Therefore I will continue to use the ATLAS for
building octave.  However, replacing libblas.dll by OpenBLAS gives only one
more "make check" FAIL (test svds.m).  However, the svds.m test FAIL is very
delicate. It strongly dependent on the environments:

BTW, how about OpenBLAS old computer that uses Pentium-4.  I have never
tested.

Anyway libblas.dll can be replaceable so that we can prepare and provide
libblas.dll even for the old CPU.
