Follow-up Comment #2, bug #35933 (project octave):
Oh, additionally, how are you running Octave without the command line? If
you're using GUI Octave, please note that we did not make it ourselves and do
not endorse it. Its author will not share its source code, so we have no way
of fixing it nor even knowing what it's doing.
