Follow-up Comment #1, bug #36048 (project octave):

somehow the behavior has changed. In pkg/private/install.m, line 271

    if (autoload > 0 || desc_autoload)

shows that Autoload from the package description has higher priority than the
command line option -noauto. So now my octave starts having almost all
packages loaded.
