Follow-up Comment #5, bug #36372 (project octave):

As I recall, you want to do all that because you don't want to enable the
Debian backports repository and use hg 1.8 or newer?

Backports are really very safe and good. The backports repository is only
going to install a newer version of Mercurial. Nothing else. It won't touch
your system libraries, and its pin priority is lower than any other
repository, so you will never install backports by default, only upon request.
It is unusual to think that a chroot is easier or safer than backports.
