Hi

when running configure without gnuplot, the building of documentation is
automatically disabled. I have tracked this to changeset 14579:4dc85c4f151b

I understand that plotting may be needed to build the documentation but
shouldn't in that case check if fltk could be used instead rather than
disabling it? I see that in the dev release of octave, native graphics are
already automatically used when gnuplot is missing.
