Follow-up Comment #8, bug #37370 (project octave):

Thanks, Rik, that would be my problem.  I found the following line in my
config file from trying to fix a problem with eps export several releases
ago:

set(0, "defaultaxesposition", [0.14, 0.16, 0.8, 0.73])

Commenting out this line fixed the problem.
