Follow-up Comment #2, bug #37386 (project octave):

Another solution is to replace the /path/to/notepad++ part in the EDITOR
statement in /share/octave/3.2.4/m/startup/octaverc by the full path to your
notepad++.exe

Or reinstall 3.2.4 without selecting notepad++   8-O
