Follow-up Comment #1, bug #36444 (project octave):

I think this is related to bug #35648.  The problem is with the axis object
(which has ylabel as a child) and the 'layer' attribute.  The 'layer'
attribute doesn't work when using the FLTK graphics toolkit.  Most of the time
this means all the axis objects are placed below the other plotted objects so
the 'foo' label shouldn't really be visible.  In this case, it is visible when
the plot is made in Octave, but correctly hidden behind the bar graph when
printed.
