Are you sure spectrogram is a core Matlab function and not part of a toolbox? 
The list of core Matlab functions is here
(http://www.mathworks.com/help/matlab/functionlist.html) and it doesn't have
spectrogram.

There is a spectrogram in the signal processing toolbox
(http://www.mathworks.com/help/signal/ref/spectrogram.html) but you would need
to file a bug report with Octave-Forge about the signal package.
