Follow-up Comment #1, bug #37863 (project octave):

Hard to say what is happening.  When I tried 'octave min_estimation.m' I got

One possibility is that you are using external packages, and it is in fact
those packages, which are introducing the instability into Octave.  Another
possibility is to update to Octave-3.6.3.
