Follow-up Comment #1, bug #37923 (project octave):

Note that this is only for VS2010 version, I loaded MINGW 3.6.2 build and GSL
is fine there.

On the other hand MINGW build takes about 20 seconds longer to load than
VS2010 build, so 2 steps forward, 1 step back.
