Follow-up Comment #10, bug #37928 (project octave):

That's very strange, because I thought that the setlocale-command solved the
issue by setting a fixed locale (and I did not check, because it worked
immediately on my machine). I had the same issues you describe.

However, when I do the getenv command you proposed I still have the
de_DE.UTF-8 locale set in my octave terminal, but it works for me.
