Follow-up Comment #7, bug #38175 (project octave):

Okay, this looks like gsed was an undocumented dependency.  In these bulk
environments, only specified dependencies are loaded in them and gsed wasn't
specified.  I'll try again with gsed listed as a dependency.

1) Is posix sed really not good enough?
2) FYI, it was "octave" not "lt-octave" that had 97% CPU.
3) The regular build probably worked because something along the way installed
gsed and it was present
