Follow-up Comment #14, bug #38075 (project octave):
If the new release fails, I'll reopen the bug.
It's really strange you can't release a tarball.
In my world project files even didn't have patches, they were always
transferred in full from individual developers to the central project tree, so
there wasn't even a notion of patch.
