If you want to get a local copy and build and test with Octave, you'll have to
install Mercurial and clone it:

hg clone http://hg.savannah.gnu.org/hgweb/octave/

If you just want a tarball of the current dev version, you can get it here:

http://hg.savannah.gnu.org/hgweb/octave/archive/tip.tar.gz

This is currently missing the gnulib subrepo that you can get here:

http://hg.savannah.gnu.org/hgweb/octave/gnulib-hg/archive/tip.tar.gz
