Follow-up Comment #18, bug #38564 (project octave):

I just found something useful:
rpm -q --whatprovides /usr/lib64/llvm/libLLVMARMAsmParser.a
llvm-static-3.2-2.fc18.x86_64

So, in order for the *.a files to be found, llvm-static
needs to be installed.  I do not think that this was
the way it worked previously.

Part of my confusion came from the fact that I have 2 systems,
As I just discovered, one had llvm-static and the other did not.
